The problem (as I understand it) is that even if they drop the state inspection requirement, the emission testing is an EPA mandate. I don’t think the state can do anything about that. At least it would be better for folks that don’t live in/around BR.
Judging by the number of folks driving around with brights on because they don’t want to change a fricking $7 headlight bulb, it doesn’t seem like the inspections are doing much good anyway.

At that point I’d rather they just tack something onto the registration fee rather than some QR code BS.

There is no need for the sticker. I’m betting his $6 QR code is so the money keeps going to the State Police so they won’t retry and kill the legislation.
Roll the 10 dollars a year into registration fees. You actually increase the revenue by not having to share the cost with inspection stations and you eliminate the cost in printing the stickers and record keeping involved with that.
Now we could get technical and start adding plates in the front of vehicles to make toll collection and identifying vehicles easier. I doubt scanning a QR code at 70 mph would be that accurate, but I could be wrong. A simple numeric plate would be easier tied to the DMV database which is already shared by police agencies.

As mentioned above I think the 5 parishes of Louisiana under emission testing mandate by the government would not fall under the changes.
A few years ago when they looked and no inspection stickers it was still going to include inspections in these 5 parish's even if it was passed.

I have a solution for this. In parishes that require emissions testing, vehicle owners get a letter from the state to get emissions testing. Failure to get emissions testing done by a certain date will cancel or flag your registration, for a late fee. Emissions testing facilities would have to input a a car’s information onto a database via a tablet or phone, to certify the testing was completed. Also, a special star sticker could be added to the license plate signifying the emissions testing was done for that year.The sticker is irrelevant because failure to get the test will still trigger a flag in the state database that you haven’t had your emissions testing.
On the surface it is better than the current system because it puts some teeth into emissions testing instead of the current system that just depends on a paper sticker that shrivels up and falls off, or you have people that live in those parishes just get an inspection sticker in another parish that doesn’t require one. The current system of a paper book doesn’t give the gas station worker a red flag if someone with a vehicle registered to an address that says Burnside that tries to get an inspection sticker in Thibodaux where there is no emission testing.

Going to have to do some research on this but I think the Feds would have to pull or nullify the EPA/Clean Air Act consent decree for the greater Baton Rouge area.
There needed to be 2 consecutive years below air quality criteria for the decree to be met. There was a window a couple of years ago but then we were above for 2023. (Might be slightly off on this as is from the top of my head from the last time they wanted to get rid of inspection stickers.)
Eta: I wonder if the State could pursue an option to appeal the emissions testing requirements as they must not be working if ambient air quality hasn't gotten better since implementation.

The LA Wallet app already does this except for insurance coverage, and I’d bet a lot of the same people that use the LA Wallet app also have an insurance app on their phone.

I haven’t had an inspection sticker in over a decade. Whether the state gets rid of them or not, I’m still gonna keep just doing my thing.
