Septic? That's part of the problem.
But first, where are the desalinization plants? And the pumps to move that water and to pressurize it, once it's moved. (Not to mention disposal of the salts that are left.)
Speaking of high structures to pressurize the water, where are the minarets? They are going to need them every so often because nobody has the voice to span that.
Back to septic needs: certain folk in that part of the world are accustomed to squat where ever they are when they need to relieve themselves. Will the cleaning crews come around and scrub (pesky water again) after the chosen people have chosen where to go?
Rooms with a view. Of nothing.
I wonder if some of the oil bearing very porous limestones are under this?

My BIL is an architect. He cannot stop laughing at this design and idea. He said structurally it would be unsound and stupid.

This place sounds like it would turn into a dystopian nightmare very quickly.

If those are mirrors or even just glass all along the sides, it's gonna be a bad time for anyone or anything walking along where the sun is getting redirected outside. It'll boil the fricking water

They’ll need to add openings for wind to pass through, or that building will be a big sail.

9,000,000 people.
40 boat slips.
40 boat slips.

What happens first: This, or Baton Rouge gets a loop?

Imagine the line to get on the elevator.

Looks like someone may get a very lucrative window washing contract.

I think 9 million is the number of birds per day that will die running into that mirror.
