Cooler freshwater runoff from all the rain last week.. those pockets of 27c right at the coast. Plus it rained a TON right off the coast and it's been cloudy. As said below the shallower depth will fluctuate in temperature quicker than the deep ocean. Now it's only a few degrees C, but it's not the bathtub it was earlier in the season anymore.

Correct. Zeta was very similar to Hurricane Sally as far as it's minimum pressure goes although the two hurricanes couldn't have been any more different when looking at how fast each was moving.
For comparison sake, Hurricane Sally reached its minimum low pressure of 965 mb when it made landfall in Gulf Shores as a rapidly strengthening strong Cat 2 of 105 mph max sustained winds. Zeta had a similar minimum pressure to Sally but was officially at 110 mph at landfall. Those two hurricanes are the highest end potential for Francine in my humble opinion.

Really doesn't matter. the northern gulf has been covered up with storms and cloud cover for a majority time since Labor Day.

Upwelling. The shallower waters will cause the cooler waters below to rise to the surface.
