I doubt this will lower the gas prices, the higher the price of the gas the more money they will get from this surtax

Inflation is born when aggregate demand exceeds aggregate supply. More money is chasing fewer goods.
Treat the problem by reducing, NOT increasing, aggregate demand.
Options floated in article increase aggregate demand:
1. Lowering price (via rebate)
2. Capping price (Russian oil)
And deter supply (21% windfall tax)
Meanwhile Fed is reducing money supply and reducing purchasing power via higher Fed fund rates to commercial
Banks. Fed is reducing aggregate demand while Govt is increasing it.
Everyone chase your tail like your life depends upon catching it.
