Musk is one of if not the only company to repay the subsidies. Everyone else doesn't repay a dime.

I'm going to guess that most of the ones leaving aren't top employees. Anyone worth a shite has unvested RSU or options that won't vest until the change of control clause is triggered. So, they're either retarded or weren't good enough to get stock.
