It is hard to keep an HOA from eventually being controlled by bullies.
But, you could also end up as I have. I live on a "L" shaped dead end street. Nice homes, 50/50 black-white, everyone is older with one exception and all the houses are kept up well. The inside of the "L" is dominated by an antebellum home on a 10 acre tract.
But, at the entrance of our block, there is a "ghetto rent house" (my black neighbor's term). Every night 10-15 people hang out in the back yard, which now has no grass because of the cars that park there. They don't block the street, they aren't loud, but they sure as hell kick property values in the arse.
My appraisal dropped $25k for two reasons: any buyer has to pass that house and there are three empty houses that won't sell.

I live in a pretty rural area, so I dont have to deal with the. My Inlaws do and from what I can gather they can be a giant pain in the arse, but they can also serve a valuable purpose.

if you live within a city limits, most cities have ordinances against common trash things like overgrown yards, cars parked in yard, etc
and if you live in a nice neighborhood, people will complain enough to the city that the city will act on it
and if that doesn't, the neighborhood FB page will shame the shite out of the people until they clean it up
or at least that is my experience

It would bother me having someone who has no real authority dictating to me what I can and can't do on my property.

no major complaints. We have a paid manager to enforce rules, and he is reasonable. I think lack of communication can cause issues.

All it took was one call to ellic to get the live oaks trimmed on our street. Owners were given a warning. They were overhanging so much that stuff was being ripped off the top of my camper.

People pay a fee ("tax") to live in an area where an association (government) can enforce petty rules on people in exchange for protection and access to communal areas.
Basically it's just another perceived level of government to protect either your property values or your sensibilities. I can somewhat understand the property values part, but I've never lived in an area where it mattered.

That's really what it comes down to. Always swore up and down I'd never live in a neighborhood with a HOA but wifey found the house she really wanted in a neighborhood with one and it honestly hasn't been an issue at all.
Diverse "'hood," too, and everyone keeps the place looking damn good. HOA hardly meddlesome at all in mundane affairs, so it's been nice.

i ran and was elected to my HOA just for these reasons. there are 5 of us and two of the members are Rule Nazi's. It has been a fight to keep them in control.
One member has nothing to do but walk the subdivision and take pictures. Se wanted to fine homeowners for putting bulky trash out on the weekend that the trash service picks up on Thursday. She also wanted to fine a homeowner who son had a old truck the was "unsightly" in her opinion.
Then, the other crazy guy on the board sold us out at our first community meeting and didnt even sit upfront with us. He criticized the board, and the board president directly, because he wasnt getting his way and was outvoted 3-2

I got a threatening fine letter last week for having weeds in my flower bed.
I remember going out and counting how many had sprouted up since the last time I picked them, there were literally 4 weeds sprouting in 2 beds.
I just had to laugh.

I have an HOA but live in a highrise. The HOA is responsible for common areas, like the elevators, lobby, pool, roof, etc. They do a fairly good job, no complaints.
Most problems I've seen were really just cases where tenants overreacted over something minor.
