Sometimes you have people who want to make it a point that NOBODY tells them what they can and can't do. "What do you mean I can't have a fluorescent green shed in my front yard?". Then it becomes personal, and he basically committed suicide over a green shed and a windmill. He probably told them to go frick themselves over and over, and the HOA did the only thing they could do, which is to fine him, and the only way they can force put teeth in those fines is to put a lien on his house.
I would imagine that if he had just taken the shed and the windmill down, they would have reached an agreement where he didn't have to pay the fines, as long as he complied with the HOA rules.
Some people don't need to live in a subdivision. If they want to put a car on cinder blocks and have goats running around, there are plenty of places to live where you can do that and nobody will give a damn.

I am currently involved with 3 HOA's for three properties. One, dues are overly high for services provided (blame the neighborhood pool), but the volunteers that run the HOA are a pleasure to deal with. And the subdivision is extremely well maintained and consistently so.
#2, HOA dues are very inexpensive, HOA pretty uninvolved. The subdivision has regular power failures when no one else in BR does, but can't get anyone from the HOA interested in talking to Entergy to find out why. House colors seemingly limited only by how garish the homeowner chooses to go.
Final HOA is basically run by one of Baton Rouge's prominent shyster/plaintiff's attorneys, and contrary to his incessant TV commercials, he doesn't like to help. He does like to use the overly high HOA dues to sue residents (his neighbors) and others. I hope that the Devil has a special spot set aside for him.
So put me down as mixed towards HOA's depending on who is involved in running them.
