Eyewall replacements trade raw wind speed for size. You get weaker max winds but you spread out the windfield. So you have more widespread impacts and more surge but not the localized extreme winds.
The hurricane weakens during the process but can restrengthen some once completed.
One was absolutely going to happen with the eyewall being so small today, it was only a question of when and how quickly it completes.

That may be enough time over open water before making landfall on the Yucatan for Delta to complete the EWRC and wrap up some. Will be interesting to see the structure at landfall and when it emerges over the Gulf.

With the strength and the size of the initial eye it was going to happen. I would think the folks on the Yucatan would have preferred it to start a bit later, though.
