witness had previously reported that there were multiple people walking around with rifles in the protest
said he even told some of his friends with rifles to turn them into the cops so they wouldnt be mistaken for the shooter

Seriously, much like the shooting in MN, I don't think people intent on murdering cops walk around with an open carry AR-15 or declare they have a CCL and a gun in the car. It is perfectly plausible and frankly likely that the shooters are black, but I think it is unlikely that guy is a shooter.
