No it is not. Santa Elena Canyon is the iconic image of Big Bend. They are working near it. The terrain goes from canyons and cliffs to flat desert. The river ebbs and flows.

Most of those guys are conservative as well, and acknowledge a border crisis, but know it does more harm than good in that region.
