Mogadishu

Only the worst parts of that place are like New Orleans

Lyon, France if New Orleans was cleaner and better run

Nassau Bahamas reminded me of New Orleans but with perfectly clear water.

Currently in Prague and walking the streets you get a NOLA vibe on occasion.

As someone from Nola, it was crazy how similar Charleston was to Nola

I'm recommending. It's an amazing city with all the historical things to see compacted in a pretty tight area and relatively easy to walk to. This was my first time but it's firmly in my top 3 of Euro cities.
Hope you enjoy your trip when it comes

Manila, Philippines (I worked there for a few months.) is almost identical to New Orleans: a modern CBD with a few nice homes on the edge surrounded by slums as far as the eye can see.

Savannah is like if Charleston and New Orleans had a kid. you get a touch of the southern charm that Charleston has without the pretentiousness, and the party vibe from NOLA with less cultcha (but not a lot less)
Savannah has more Southern Charm than Charleston, especially in recent decades.
Everything else you said is basically correct.

Charleston doesn’t even have a big city feel to it like NOLA does

I'd also include San Francisco
Only thing that San Francisco and NOLA have in common are their art scenes. Other than that, they’re completely different cities with different cultures and lifestyles.

The urban areas of Richmond Virginia have a similar vibe believe it or not.

I've lived here35 years and have never seen any part of Houston that's like New Orleans.
OP is trolling, never been to New Orleans, never been to Houston, or sniffs paint. Lots.

Charleston is very nice.
In a Wealthy, stay-to-themselves, no culture, vibrant or little big city scene kinda way. But Solid food and great history.
Houston steals my soul.
Charleston does not steal my soul.
New Orleans feeds my soul.
