I'm also saying I have the evidence that sea serpents exist because I have 3 videos of several of them swimming in SF Bay.

There are several references in the document to CIA reps saying if the incident is true (That means they didn't know whether the incident was false and useless) then this case "makes one's blood freeze" and "is an extremely menacing case".
That doesn't sound like the CIA decided the information was false and useless.
