The statement made by a CIA representative at the end of the CIA document makes it clear that they don't know whether the incident is real or not.

No it does not mean that. The CIA has plenty of people with the job of translating foreign newspapers and reporting whatever was published.
Once translated into English, the person responsible for evaluating the content immediately recognized it was useless and declassified it.
