I honestly don't think this is a terrible idea. If my kid was set on playing football when he's older, I'd sign him up to play 2 sports: flag football and rugby.

Might as well ban bicycles, skateboards, rollerskates, and running on slippery surfaces.
Life is full of risk. A team sport that involves contact is good for young boys. The risk is there, but the benefits are too.

Lots of contact sports with much lower rates of brain injuries.
Jiu-jitsu, wrestling, rugby, etc. And honestly being strong at one of those before starting football would be a big advantage, especially rugby.

6th or 7th grade is really the only time that you start to get cohesive play from youngsters before that it's fun to watch but usually not as organized as you might think.

We started tackle football at 9. We also played crack-the-whip, king of the hill, smear the queer, dodge ball, monkey bars, diving boards, and dirt clod fights.

I don't know crack the whip or diving boards, but the others are safer in terms of brain injury than football.
It's the helmets. Players think they can lower their heads and/or use them as weapons. Honestly, tackle football without pads would be safer for kids. I'd be all for that.

That's dumb. Kids are basically made out of rubber and aren't strong or fast enough to really hurt themselves anyway. Football doesn't start getting dangerous till puberty.

I just don’t see the level of contact occurring between 4th-5th graders that would cause any CTE

Not a bad idea at all. So many dads out there cosplaying as NFL coaches and getting kids hurt or setting them up to get hurt in the future with teaching terrible fundamentals.

They start young.
When I was young, we didn't start flag until 3rd or 4th grade. Tackle started around 5th. I held my oldest son out of football till 6th grade and I'm glad I did.

Watch a prepubescent 12 year old face off with a 6’2 230lb 8th grader. It happens a lot. I have no problem with youth football but that’s probably because we aren’t idiots and we make sure the other coaches aren’t idiots. My opinion is kids should play at least a year before getting to jr high. I’ve seen flag footballers get absolutely wrecked because they don’t understand getting tackled. They pick it up quick or quit

Tackle football with elementary kids ranks among the saddest things you can watch.
Their bodies are not ready to move around in the pads and helmets, they also get very little athletic achievement from it.
Any football before 7th grade should be flag or touch. This will allow the kids understand the concepts much better.
