The funniest thing about that is the presumption that there is some standardized Black English.

“He at work” and “He be at work” absolutely mean the exact same thing to most people. The idea that it’s such a delicate dialect to offer such fine distinctions is laughable.

He at work. means hes working on something he wants to accomplish.
He be at work. means he is actually at work or currently participating on accomplishing a particular task that he would like to accomplish u feel me ? awww yea. u be knowin now
