I've got some good pocketknife deals under $50, but one of my favorite "cheap" buys is a Joe Boxer hoodie that I got from a Kmart that was having a store closing sale. It was $2.50. I still wear it several times a year.

Not sure about best but I did purchase a cheap digital caliper and am shocked how often I use it.

#2 might be a large commercial size box of aluminum foil. No more fighting with small cheap rolls of foil.

My roommate from college family owned several gas stations and a truck stop. He would show up each semester with a couple of those rolls. He would walk around during parties and hand them out to people.

Year ago I got a set of really nice, hard-bound music encyclopedias from a local thrift store. It's 16 volumes of piano technique exercises & repertoire from the 16th century - 20th century.

About 3,000 pages of sheet music total, all for $20
