I don’t know how uniform the coverage is but it isn’t just the interstates that will be covered.
It’d be quicker to sidestep it entirely rather than turning around after remote crossing after remote crossing looking for the one uncovered one.
Only possibly to find it isn’t uncovered, just further in and they pull you over for turning around at sight of the block.

Trying to explain this at work to my coworkers who don't quite understand how small Orange, TX is. They in NO WAY have the resources to stop all traffic at I-10, It would take the city, Orange County, DPS, and National Guard to stop anything of consequence.
Even DPS will have to shuffle troopers around to make up for the tiny substation that Orange is.

The Texas economy is not based on one business like oil and gas - even though the largest O&G companies that do business in Louisiana are based in Texas. Texas is very diverse economically.
And I'm sure the truckers would much rather drive on Texas roads and highways than the old wagon trails that La politicians proudly call roads.
