Isn’t it pretty sparse in central western LA?
They just need to control the collateral roadways in those two areas.
They did say it wasn’t exclusively interstates so I dunno.
And I’d imagine the interstate checks aren’t right on the border to allow side road flow to merge back in after they thought they were clever.
