I would say (constructively) that women tend to be more attuned to people's feelings about a situation. Someone who is good at HR thinks about these things during any situation and knows how to mediate problems in the workforce. Men typically just don't want to be disrespected, other than that you will get more of an unfiltered version of something, which is great for the operations side of a company.

Women like interacting with people rather than doing. It's why little girls play with dolls and boys have toy cars and T-rex's. They take more interest in people. Men take more interest in projects and operations. This is also why majority of counselors and therapists are female too. Just a more general interest in human behavior and relationships than men.

HR didn’t even exist until women join the workforce. We had to create the entire department for them.

My wife worked at a company, that made even internal applicants interview with HR first. They kept opening and closing the position for Program Supervisor, so she had to apply 3 times for it. Every time she had to do an interview with HR before interviewing with the boss she worked with everyday. Was absolutely a gigantic waste of time.

Oh, the irony. One of the least productive groups in any company gauging work ethic, when all they're good at is throwing a party to remind everyone that moms that pump breast milk need respect and care.
If you're a hiring manager and you're too dumb to do this yourself, you don't deserve to be a hiring manager. I have not had HR be the first to "interview" me in 30 years, if ever. They're always the last stop to produce the offer letter, and otherwise stay out of the way.
