Unfortunate to report the updated rapid damage estimate using Risklayer CATDAT for the #Turkey-#Syria #Earthquake:
16,800 deaths (Range: 4,400 to 39,100). Still quite uncertain. Median economic estimates in the order of $15 bn.

That would put it in the same range as 1999.
A 7.8 in Turkey is not shocking. A 7.8 in that region is shocking though. The fear has always been a 7.8 that is closer to Istanbul than the one in 1999.
A high casualty event would not be a ringing endorsement for seriously enforced building codes. However, that is probably true more for northwestern Turkey.
