Cops are targeted far more. Far more in 2019 than 1974. Tell me and find me the stories of the Dallas/Baton Rouge/Houston/Denver scenarios of the past 2 years. No way I believe your fake graph news.

Police officer deaths and police officer shootings are not the same statistics by a long shot.

Most departments didn’t start using ballistic vests until well into the 1990’s and some still don’t.

Also, there have been vast improvements in EMS care and ER gun shot trauma treatment over the past two decades.

Yup, can't draw conclusions based on that graph alone.
Also to add to your point (but the other way), it doesn't adjust for population increase.
