The record is over 300mph.

It's worth nothing that if you go skydiving and your chute doesn't open, you will hit the water doing anywhere from 120-180, depending on how your body is oriented. So if you come off a speedboat instead it is much worse.

Should boat guys wear parachutes and have an ejection mechanism that automatically ejects them if the boat reaches X degrees of angle of attack?

i mean couldnt the wind kick up a small wave cause this thing to go airborne at 200mph. Thats bad news from the start. Did it go airborne because he gave it the gas to fast?

No. The issue is he had the outdrives trimmed all the way up, trim tabs down and headed into the wind. To much air got under the hull causing it to lift like a plane.

The key is to go completely flat and spin like a record. Then you just skip line a stone until you're moving slow enough to survive. This method doesn't work if you're falling straight down, though. That's why skydivers usually die if the chute fails.
