Who do you consider the best vocalist of any genre?

I am sure the answers in this thread will be very diverse. To me, any of the four tenors. Then, some could argue Freddie Mercury, Robert Plant, George Jones, and George Strait are probably the top of the list as well.

Scott Weiland (not a grunge fan but what I did hear of him was impressive)
Freddie Mercury (not a fan of Queen but his vocal talent was undeniable)

Devin Townsend would be the first name to come to mind. I don't know what genre you would put him in, though. Probably prog metal but that's not a hard and fast classification for him.
For female singers in metal genres I'll say Melissa Bonny, plus she's gorgeous.

One of those unfair questions really. When top vocalists come to my mind Karen Carpenter is always one of them. Brian Ferry is another.
