The Simpsons is hard to rank since it's so incredibly long running. It shoudl almost be 2 separate listings: Simpsons seasons 1-10 / Simpsons season 11-present.
1-10 would rank very highly, like top 3.
11-present would be unranked.

I know that 1a. is Recess and 1b. is Frisky Dingo. After that it's hard to rank. Just off the top of my head:
1a. Recess
1b. Frisky Dingo
3. Rugrats
4. Muppet Babies
Doug
King of the Hill
Trigun
Rocko's Modern Life
Samurai Champloo
Flintstones
Others that could very well be in there:
Darkwing Duck
Hey Arnold!
The Wild Thornberry's
Ducktales
TMNT
Catdog
Inspector Gadget
Jetsons

How have this many people not seen Avatar The Last Airbender? It's one of the best shows of all time, much less animated shows.
Avatar is the longest running show ever on Netflix's top 10 list.

Avatar The Last Airbender
As far as kids’ shows goes, it’s the undisputed GOAT. There have been some quality kids’ shows in the past like Batman, but Avatar just blows them all away
It’s sequel series, Legend of Korra is pretty solid too although it has its faults. I’ll say Book 3 of Korra might be my favorite Book of either series it’s just so damn good

Animaniacs
Can't believe we were almost 3 pages in before Animaniacs made a list. Such an underrated show. (note...mentioning Animaniacs automatically includes the Pinky and the Brain shorts)

3 pages in and I'm the only one who has put Muppet Babies. Unacceptable.

Indiewire recently made a post about the top animated shows of all time
I briefly opened the link, saw Regular Show was #69 and immediately closed the window. No need to look at any of the other nonsense in that article.

Has anybody mentioned Tailspin? There’s no way to do a top 10. Too many good ones.

Swat Kats.
It became the most syndicated animated show of 1994 then got canceled.

I haven't seen anyone mention Popeye yet.

"Gertie the Dinosaur"
Actually, I'm not terribly keen on animated fare. If I had my choice, I'd indeed probably go with the Fleischer-era "Popeye" or some of their "Screen Songs" efforts, which usually had real-life 'guests' like Lillian Roth or Arthur Tracy.

South Park
Scooby-Doo (OG series, maybe a couple others)
Loony Toons
Transformers (OG series, and maybe prime)
Jetsons/Flintstones
DuckTales
Honorable Mention

The new Mickey Mouse cartoons are actually pretty good, very Ren & Stimpy-ish.
