I guess Laurie gets to go around killing all the vigilantes. I mean the guy she killed wasnt even shooting bullets, they had 100 cops there that could have taken him down without killing him and she just gets to gun him down in the back.

I thought her teammate said something like, "How did you know his body armor would stop your bullets?" or something like that. I don't think she ended up killing him (though it's obvious she doesn't care about killing bad guys).

Exactly.
She plays it to the letter of the law which indicates she hated what the Watchmen had become and she decided to be the one to clean them up with extreme prejudice.
When the other FBI guy asked her how she knew he was wearing a bullet proof vest I kept expecting her to say "I didn't" but when she didn't that too tells us that she knew he was and she just intended to incapacitate him .... and be the one to cuff him.
There may be something to take from that, I dunno.

Headline on newspaper early in this episode: "Grisham to Step Down From Supreme Court".
So, in this universe we have Robert Redford as President and John Grisham (an attorney and legal thriller writer in real life/our world) as a supreme court justice.
Cool.
Also, when Laurie visits the young FBI agent for some fun, she gets him to wear the mask-- which harkens back to the original comic and her kinky time with Nite Owl on the Owlship, with the masks being described as "making it better"
