It was their listening device that they installed before they sold it. When they heard everything was going to be reexamined, they knew it would be found and traced back to them.

So the gangster found out one of his prized artworks was a fake. This pissed him off, and he wanted his entire collection to be re-appraised. Examined under fine detail. So when that happens, they will find the bug, in something Luthen sold him.
Problems

He's incapable of processing at that level.
Great character analysis. My biggest question is did he know that the ISB was coming to search his office and he was putting on a show for the rebel that was working there, or was that a surprise. His pegger is an ISB supervisor and is running the planet. I assume it was orchestrated.

Subtle correction: Kleya wanted the bug planted. Luthen didn't like it but didn't wanna tell his main squeeze no so he approved it reluctantly.

In my expert opinion, I am a bit disappointed in season 2. However I dont want to discourage anyone else from enjoying it. At this point Cassian has more character development and depth than Anakin and it's only really because season 1 and Rogue One were critically acclaimed. Too much sauce on a transition character.

Eh, when Kleya said “you agreed to it!” Luthen replied something along the lines of “you should have convinced me not to do it.”
I thought it was framed as a decision they made together which he was now Monday morning quarterbacking because it was her idea.

They were both losing it, and Luthen was lashing out irrationally after the fact. He signed off on it, the bug wouldn't have been planted if he didn't say so. They had a long run of bad luck up until that and we're at a breaking point. They just needed to take a breath and sort it out, and they did.

The interesting thing does she die soon? This is a leadup or ends with Rogue One. She is not in Rogue One and at the end Andor and Jenn have something going on before they die together on the planet.
The next 3 episodes will be another year closer to Rogue One so will be interesting.

Along the same lines - what happens with Mon's husband? I'm guessing hes going to stumble onto her activities. Do they off him? Do they part ways amicably with him promising to be silent? Does he stick with her and is just a background contributor to the cause we never hear about?
Or does he try to turn her in to the ISB, forcing her into exile?

I think we get a Perrin redemption arc. I think Mon gives him too little credit and would help her if she tried to include him.

Saw has an interesting storyline. I need to read more about his backstory.
So he has a Rebel, but he is a bad guy Rebel??
Also how would they know it’s Luthen if they found the listening device? Does he have a stamp on it or something?

I agree. His scene in Rogue One felt so pointless. I think they cut a bit of his story out though.
He definitely doesn’t feel pointless in this show.

You can watch it if you want. He is introduced in episodes 2-5 of Clone Wars Season 5. You can drop right in and just watch that arc about rebellion on Saw’s home planet Onderon during the Clone Wars. Fun fact: he was trained in guerrilla warfare by Anakin Skywalker.
He has two appearance in Rebels and voiced by Whitaker. Season 3 “Ghosts of Geonosis” and Season 4 “In the Name of the Rebellion.”

Gilroy talked about how hard it is to get legacy actors. A lot of times it's an availability issue. Sometimes they just don't want to do it.

I like how the show is making his loss in Rogue One meaningful. In a Rogue One vacuum, you're like "why should I care about this guy?"

Speaking of this, getting Ben Mendelsohn to reprise his role was huge. The guy just screams menacing presence on screen as Krennic in every scene.
