It came out later in notes from his discussions with Giamatti that all Pete had to do was admit to what he’d done and he could have made this go away with a one-year suspension. One year. He literally could have been back managing the Reds in 1990 if he’d ‘fessed up.
But because he was a stupid dumb jock who saw this as just another extra base to take, hustling and sliding head first, he maneuvered himself into a lifetime ban.

As far as the pardon, I don’t care one way or another. Worse offenders than Pete have gotten pardons.
But I am going to violate my rule about discussing politics online, although I basically am just going to state what the numbers show, because I think it’s relevant to what’s going on here.
A very good biography of Pete was published last year. It wasn’t authorized but Pete gave his blessings to it, cooperated with and was interviewed by the author.
The book is absolutely balanced, straight down the middle, equal time given to the good and bad.
It cites a poll that was done by one of the major polling services about people’s views on Pete.
It found that only one demographic group in the United States views Pete Rose positively, every single one of the others views him negatively.
The only group that views him positively is white conservative men.

I'm as white and conservative as they come, and I think Pete Rose is as big of an a-hole as has ever walked the earth. At one time, he had two sports bars here in Palm Beach County. Anyone who ever had any dealings with him would say the same thing.
