What about Jason Smith #2 overall draft pick in 2009?
I know he had some concussions yet he only played 45 games and started 26 in his career.

Clarett and Mike Williams are weird cases because both were out of the NCAA a year before they got drafted.
Granted, same thing happened to Honey Badger and he pulled his head out of his arse.
Rogers was a mix of drug use and injuries IIRC.
One name that sticks out to me as a major disappointment given where he was drafted is Robert Gallery at 2nd overall. He was supposed to be the tackle of the next decade for Oakland but had to move inside as a guard, likely because of his “T-Rex arms” as they were described.

I can think of 2 for the Saints Alone. 3 if you include Russell Erxleben drafted 1st round, but I won't include him, because it's not his fault the idiots drafted him in first round.
1 Shawn Knight drafted 11th overall played in the league 31 games with only one start. The only official statistic that Knight recorded in 31 games was a fumble recovery.
2 Johnathan Sullivan drafted 6th overall. 36 games in the NFL 61 total tackles 40 solo 1.5 sacks

Charles Rogers absolutely. Tough to classify Kelvin Benjamin as some big bust. Was a late first round pick, had over 1,000 yards and 9 TDs his rookie campaign, and the next season he was healthy had 900 and 7. Then flamed out.

He played 10 productive seasons so it's hard to label him a complete bust. His problem was mainly that he was a tweener in the defenses he played for - too weak for DE and too slow for LB.
And the 1988 draft was legendary for how underwhelming the talent pool was going into the draft. Some scouts didn't think there were any first round grades in the whole draft and nobody had a consensus #1 pick. It was all "pick your biggest need and pray".

Mike Mamula was the first great combine player. Shot up the draft boards after his workout, but didn't live up to expectations

There were people that wanted him and Aaron curry over M. Stafford in 2009 for the Lions. I loved curry coming out but they needed to go QB then.
