1) Ohio State - A lot of talent with no real competition for recruits.
2) Texas - More talent, but more schools to deplete their recruiting pool. However they already get about 90% of their recruits from in state and compete for national titles.

4) USC, Cal, UCLA, Stanford - Good talent, but again competition for recruits.

Honorable Mentions: LSU, bama/auburn, Georgia and Penn State.

Everyone is forgetting that all other recruiting rules are in place in this scenario. Texas signs the top 25 from Texas high schools already. The second tier schools would see great improvement (A&M and Texas Tech). I don't think the Florida schools would get that much better after splitting players and not being able to cherry pick from Georgia. I think Georgia would benefit the most from this rule. The other top programs already get who they want in state.

the biggest change might be in Boise... where the % of black players drops to less than 5% all of a sudden

Hawaii btw would probably be fricking good... by the numbers the islanders make the pros at a higher rate than any other demographic

Yeah, I guess so. Seems really weird that OU is able to compete with Texas given it's that way (is Mack offering all the right guys? I know some UT boards are upset at who he let get away this class). Even so, though, there are a few that could greatly benefit UT who decided to go to OU instead (and not just OU, but other schools like LSU and around the country). And given there are many years where OU is UT's only real competition, it would make it that much easier for them to make the NCG.

Doesn't history say that it does?

I believe the top two states for top tier quarterbacks might be Pennsylvania (given) and Louisiana.

some good QBs have come out of LA - but some guys like Bradshaw who wanted to go to LSU couldn't get eligible

Ohio State simply for the fact that schools like Texas, Texas A&M, Texas Tech, Florida, Florida State, Miami, USF, ect ...USC, UCLA, Cal...California, Texas, and Florida have too many big schools. In Ohio , its only Ohio State plus Ohio HS football is top 4 in the nation

UCLA and Cal are lower teared teams.

USC would own Cali recruiting even if players couldn't leave the state.

UT would do the same in Texas.

Florida would be a Toss-up.

Ohio State would be top 5.

One reason Texas wouldn't offer a guy is because maybe that player WANTS to go to OU.

Mack Brown on the phone to top Texas HS player:

"Hi Mr._____, this is Mack Brown, coach of the Texas Longhorns. I would like to talk with you about attending the University of Texas on a football scholarship."

player:

"Thanks, but no thanks coach. Even though I live in Dallas, my whole family went to OU, and my daddy played there...I am set on being a Sooner."

Brown:

"Well shite...we will just offer you a scholarship anyway..."

I doubt that's how it goes. Alot of kids in North Texas have Oklahoma ties. Why would you want to live in Okieland. It's like alot of LSU grads moving back to Texas.

Also, you are raised to pull for one or the other. On alot of ocassions, kids despise either OU or Texas (or both). Why would you bother. If a recruiting pitch doesn't work, you aren't going to offer the kid.

and FWIW...Texas, a Florida school, Ohio State, USC...

Half of the last 8 SuperBowls has had a QB from Louisiana, none went to LSU.

Agree. We produce a lot of WRs, RBs, DBs, and Dlinemen. We produce relatively fewer olinemen and linebackers. Obviously, the statement about olinemen was not true this past year, which is awesome.

Every year states have lean years at some positions unless you have a TON of players like Cali, Texas and Florida.

Main reason why those state would do well.

There are 4...FOUR division 1 programs that don't have a player from Texas. Think about that for a second, there are enough players in Texas to support every program in the nation. That's just crazy.
