Also consider that Memphis doesn't carry any particular loyalty to Tennessee either. So one of the major talent producing areas of a state that already doesn't produce a ton is neutral territory at best.

There was also a change in the way the Nebraska walk on program was allowed to work (as well as PED testing) that contributed to Nebraska's downfall.
Their famed walk on program was filled with in state kids that would have otherwise been on football scholarships but were at Nebraska on some legislative scholarship given to one kid from each county each year. Tom Osborne just had a way of making sure that scholarship went to the best athlete in that county each year.

Tennessee isn't really a small state... nor one with a small AA population. At least not compared to Oklahoma or Nebraska.
And there are plenty enough recruits in TX to satisfy UT, A&M, OU, and even supplement LSU.

ETA: Nebraska shouldn't have fired Pelini IMO. He had Nebraska as a consistent 9-10 win team. They were right on the cusp of competing in the easier BIG division.

Hiring Stoops as HC helped a TON and that he was extremely talented in hiring talented assistants made everything gravy going forward for the program.

The Gibbs and John Blake years were pretty bad after Switzer. Then they made a great hire. Bob Stoops >>> than anyone Tenn or Nebraska has hired.
Plus, they have a big recruiting advantage with fertile DFW and Texas recruiting grounds just across the Red River.

OU is a short drive to DFW come on man at least try to do some research.
DFW has a huge OU alumni base.

I don’t think Tennessee and Nebraska’s issues are the same. If Tennessee had nailed their coaching hire after Fulmer they would be very similar to OU i think. Both have a decent but not fantastic home state recruiting base with a ton of neighboring talent close by.

Oklahoma was a total dumpster fire for a while, but at least they recovered. Remember Gary Gibbs, Howard Schnellenberger, and John Blake?

Tennessee is a pretty small state at around 6.8 million people. 17% of that population is AA, and a large portion of that is hundreds of miles away in Memphis. Comparing them to Oklahoma or Nebraska, they're similar in that their main competition is coming from states with a higher AA population that can use in-state recruiting as a crutch. UTen can't compete signing 16 kids from Tennessee every year, neither can Oklahoma or Nebraska. Hell, OU signed 2 kids from Oklahoma last year.
Look at the programs UT is competing with. Alabama is 26% AA. Louisiana and Alabama are both similar in size at around 2 million less, but those states are 26% and 32% AA respectively. The state of Tennessee has just never been a hotbed for talent on a yearly basis.
I guess what i'm getting at, is that Oklahoma should look to Nebraska and Tennessee as a tale of caution. Like those two, they do not have the in-state talent to survive a bad coaching hire. One wrong move there could end up putting them in a hole with no end in sight. Once that first bad hire has taken place it can be hard to convince a good one to come on board.

OU is a stones throw away from DFW
That recruting base isn't going away. OU is huge in the DFW area.
