They limit the number of Bengals fans, but they also limit the opportunity for their own fans to actually sell their tickets, and likely the amount tickets go for. If I were trying to unload a couple of tickets, I would be pissed.

Titans must have a pathetic fan base if they have to change policy to prevent the stadium from being taken over.
If the game were in Cincinnati there wouldn't be a Titan in the stadium.
