Woodward's measured response reflects the greater worry -- that Landry wants to run the university. He wants to run everything in the state, whether he knows nothing about it or not. Because by saying they "run" everything, he is telling his supporters exactly what they want to hear.
They want to think they run you, your university and your state.
Woodward doesn't need to be stirring up that fight. He's smarter than Landry and he knows how to keep him at arm's length.
