Neighbor had the same issue. After a couple of conversations he realized the offending party was a real dick. So, a couple of cans of Great Foam later, the water didn't get through, but the message did.

Posting in this thread to see what happens.
Talk to your neighbor first, there's a chance he has no idea but that should be rerouted as it will flood your yard if he ever backwashes the pool.
It needs to be routed to the street.

No idea about how laws are there, but up here in TN it's completely illegal to divert water like that onto your neighbor.

My guess is neighbor had no knowledge and the co tractor was a cheap SOB (big surprise right?). Always good to have good relationship with neighbors.

What’s that old concrete? Some sort of old drain perhaps?
The pipe looks old/like it’s been there a while, but dude could’ve used old pipe if his pool is new. Good luck.

Why do people keep saying this? I disagree. Now pool contractors are certainly some shady guys generally so that's always a possibility. But diverting water like that intentionally to your neighbors yard seems more like a homeowner. I don't know why a pool contractor would make that decision on their own, it was more likely "I can empty this into your front for $X or I can empty it behind your fence into your neighbors yard for $Y"

I would run my sewer line and tie it into that pipe making sure it would go his way with a sump pump or something.

I don't own a pool but my parents have a similar flush line that's ran to the storm grate. But its clorinated water, so I gotta assume that over time that's going to nuke any plants in the area?

As others have said, decent chance the neighbor doesn't know. I'd still approach him calmly and explain/show.
If he doesn't care and won't do anything about it, then I'd take a plan of action after seeing what codes/laws he broke. No way he can legally run that pipe onto your property like that.

I'd start out getting the pool builders information in a casual conversation.
Then I would ask him if he knew where his backwash (assuming here) drained to. If he knows about it, go nuclear, if he doesn't know about it let them rectify it.
By going nuclear, I am running foam as far up that pipe as I can, hoping to take out pumps, cause the need for digging up pipe, etc. etc. That is a DICK move if he knows about it.
