If you’re in the way of the other weights yes you are in the wrong. Grab your 10s, take a few steps back and do your set with room for people to pass in front of you.

Dude was an arse because at a big gym we all have to deal with different people's grooves. That being said, when I used to use dumbbells for shrugs, I would get the dumbbells I needed and then back up a few feet as to not obstruct people from using the other dumbbells in the area.

There is not at this gym. The benches for people to do weights are 3-4 steps behind the row of weights, and there's only 5-6 feet between each bench. You either have to do these exercises here or move to some other corner of the gym.

Like I said, not possible at this gym given the layout. There is probably 5 feet of space between the row of weights and the row of benches (some adjustable, some not). So I either have space to do the shrugs right in front of the rack of weights, or I have to go long distance some where else because if I back up three of four feet I'll be in the way of someone doing a bench exercise.

If your are literally just doing one set, putting them back, and leaving the area then I see no problem with this.
