Gladius by LucasArts. Available on Xbox, PS2 and GameCube.
Recruit warriors to join your Gladiator school and travel the lands challenging other gladiator schools in search of fame & fortune. Combat was turn based similar to Xcom. Full RPG elements as far as customizing each individual fighter in your school with upgraded weapons and equipment to increase stats.

I feel like Perfect Dark and Eternal Darkness we're two games I played all the time for the super NES and GameCube that a lot of other people never played.
One of my favorite games for Sega was one that never got fame. It was called Combat Cars. I played the hell out of that game. It was a racing game and each person had a special. One car dropped oil, one glue, one had missiles, etc.

Lost Odyssey on XBOX 360. It's not underrated, because everyone who has played it properly rates it as amazing but it's under appreciated and unknown in my experience.

Really wish IO Interactive would remake that one with modern graphics.
You may want to give Homefront 2 a try. It was a disaster at launch but has been improved over the years. Freedom Fighters was one my favorites back in the day too. HF2 while not a great game is a fun one imo. You use hit and run tactics against far superior force and recruit NPC to help.

I’d argue that one is a cult classic if not widely known and reckonized for how it set a new narrative for what a game can be

Pretty sure "cult classic" can be defined as "underrated" by definition.
I don't know anyone who has played The Line at least by comparison to a lot of the other games people have mentioned on here (Timesplitters 2, DMC, Chrono Cross, etc).

I know it’s an anecdotal thing and i guess it depends what media you consume and the people around you but most of the time I hear the game talked about it is revered for moving gaming forward
