It's Austin, Memphis, KC, DFW, one or 2 NC towns and then everyone else...
Texas takes it for me because Memphis/Alabama areas don't do beef. Pig only.
Walking in and having no brisket options is an automatic downgrade, but the Memphis dry rub ribs are the shite.

Someone was bragging a lot about Blue Oak and I went there a couple years back and couldn't get over how mediocre the food was compared to even a middle-of-the-road place in Nashville/Austin.
