Purely on taste?
I think in and Out is wildly overrated, but like Chick fil A, they’ve built a culture based on decent food and great service.
Taste alone, I’d say Five Guys (when it’s good), Culver’s (consistently good), In and Out (consistent and great service), What a Burger (used to be good but now I’d rather have McDonald’s).

Culver’s is overrated. No seasoning on burgers. Taste very bland to me

It’s largely dependent on local ownership. The whataburger locations in my area are miles apart in terms of quality

I'm from Culvers country and never got the hype for the burgers. I like their shakes/malts though.

Whataburger is more of a fresher, lighter sandwich. Five guys and In and Out are tasty, but both heavy, salty sandwiches loaded with vitamin G. Need to try Culver’s, but haven’t seen one near me I don’t think.

Whataburger has a consistency problem. I’ve had some really good burgers from them, but I’ve had some horrible. If it’s a well run Whataburger I’d have them and the Culver’s butter burger 1 and 2. I really hope Culver’s gets down into LA soon. Good deserts, burgers, and other sandwiches plus really well run.

5 Guys is last for me. The other three are interchangeable.
