And I love the nimrods who probably have $40K trucks, Yetis, Costas, and spend more on a weekend partying and crap than some of these restaurant staff make in a week, but they act like it's going to kill them to leave a few dollars as a tip when they pick up food.

Preach. Some people are just effing cheap when it comes to food & service, but they love to splash out on "stuff". It's a terrible mindset, IMHO. Like when you can afford fancy stuff, but you stiff the Waffle House server because the table was sticky. I had a corworker for years who was this exact person: I refused to go to lunch with her bc she embarrassed me more than once with her ridiculous demands and cheapness. She owned rental property, made good money, etc but she thought servers/hospitality people were all crooks and grifters out to steal her money. Meanwhile, she was the type to steal sugar packets and cutlery. Completely irrational.

I wasn’t implying he was lying or anything.
But they have some tables out by Highland that you can sit at, but it isn’t table service. You walk up to the people who are working the drive-thru takeout orders and you order it from there and receive it in takeout boxes/bags. Is it possible he did that? Those probably are subject to the charge since it is essentially takeout that you chose to eat there.
The disclaimer has said “to-go orders” on the menu since the beginning of lockdown is why I ask. I don’t get the impression it was ever intended to charge actual dine-in customers with a waitress the fee.
And I certainly didn't think you were saying the man lied. Just trying to keep the original story details straight although it's clear I don't have all of them. And yes, it's quite likely that they ordered and sat outside.
I've been tipping generously on to go orders (I typically tip lightly on these) and the food truck orders that have been in my neighborhood. I'm happy to support the local restaurants but just like to be aware of any changes they make.

I'm a good tipper anyway, but right now I'm tipping even more. Especially when we go to places where we're regulars. We want them to open back up completely when they can.
I would have no issue paying the 15% surcharge and then tipping on top of it. At least until the restaurant can open at capacity.
As for people not going back to work because they make more on unemployment, I'd be filling those positions. Then when they come back, if there's room I'll put them back on the schedule, but I'm not saving their spot and I'm not getting rid of a new hire to give them their job back.

People should be given the freedom to choose to pay whatever extra rather than obligation. Just raise the damn prices rather than sticking a surcharge in my face.
The places need people and they need repeated business to thrive and shitting on the very people you need to stay afloat is wrong.
This is how the government is going to get you. They will increase taxes "temporarily" to help pay for these Trillions of dollars they are spending but once they get used to the income stream they won't give it up. It's a classic scheme and people shouldn't fall for it.
How about a restaurant offering an incentive for patrons to come more frequently? Maybe a a free or discounted appetizer if you come in more than once a week or a comp for bringing a friend in.
Vegas will comp your arse off as long as you are playing to keep you there.

As has already been noted, if they feel this is a temporary situation, they don't want to fool with the hassle of re-calculating the new prices, printing new menus, updating their website, updating on facebook, etc.

I appreciate the opportunity to discuss. You are a consumer as are we all. Everything has a top value you are willing to spend on anything. I submit that people willing to save the restaurant industry that are willingly paying more are the same people that have allowed big box stores and on line monsters to destroy the locally owned "Mom and Pop" places to save a few dollars rather than paying a little extra to keep them in business.
If I go to a locally owned eatery and I get great service and good food and they ask me if I'm willing to add an additional gratuity to help the team then I will probably pay a lot more than a force surcharge because it's my choice.

Just to be clear, I’m generally talking about small locally owned restaurants in this discussion. Places where I go frequently and sometimes know the owners and such.
They were never making a fortune but were doing it because they love it.
I think some people think restaurants in these threads is all about the Outbacks or Chili’s and such

I'm glad you clarified. I still don't believe in a forced surcharge. I get the fact hat it's easier to reprogram a cash resister to spit out a surcharge than remake new menus with higher prices.
I'm just a believe in quality food and service will gain more money than a forced surcharge that has a polarizing effect that will run off a number of people off out of principle.
I have two local places that I've made an effort to eat more frequently because the food is good and they treat my family well.
Just like in Church, why not put an offer plate jug, bucket and make it clearly noticeable and I feel that the generosity of people will come out. People are generally good, decent and generous until you corner them.

I am with most here. I tip generously, but if I'm getting hit for 15%, then the waiter will get 5% to bring it to 20%.

When this fall comes along and business is back to normal and such, any restaurants that are doing a surcharge will lose my business.
I suspect most will ended up raising their prices and do away with the surcharge as they figure out their business model in this “new normal”.
I’ve eaten at three places in the last week and none have added a surcharge or automatic tips

Those that are still in business my have had the time and money to get new menus off to the printers to have the surcharge replaced by a price hike.
When the politicians at the Federal level propose a "temporary" 15% tax hike then the States follow suite with a state tax hike and of course additional gas taxes, sales taxes, etc will everyone be okay with that?

Not directly, it is a symptom of rolling over and bowing to the will of the State.
In a short period of time people have willingly given up a huge chunk of their personal freedoms in the name of public safety. Don't think politicians are studying how far they can go with this.

I hate surcharges added after meals. It feels like a bait and switch, deceptive pricing. I don’t have a problem with it if they’re upfront about it before you order, but adding it at the end without telling you is really shitty.

Well the place in the OP has converted their parking lot and their outdoor patio to curbside and drive-thru service for takeouts and have dedicated staff working each. So reasonable guess is that the explicitly-stated temporary charge will be gone.. when the curbside and drive-thru is no longer being set up.
This thread has gone from someone on FB claiming a charge is being placed on something it likely wasn't (dine-in service, which was debunked when I dined in personally, and also debunked when the menu stated "to-go orders" being subject to the charge).. then we had people claiming the charge wasn't stated to them when it is printed on the menu both in person and online.. now we are claiming something that is stated as temporary "might not be temporary" as if we are fortune tellers.
Why don't you wait and see what the place does before complaining about something you think they might do but haven't done yet?

Why stop at the food industry? There are plenty of businesses that run on tight margins. Why not add a 15% surcharge on all purchased items?

Well, are they items that are costing the business money by selling it somewhere else vs. the stuff that makes them money by selling it in store?

Well personally, I think 15% should be permanent on takeout orders anyway. The restaurant barely makes any profit on takeout by the time they pay the staff, pay for the materials (boxes, cups, etc.), and lose any chance at selling their real profit-maker items.
