Depends on the kind of place. Do what you want with chain to go orders.
I routinely pick up from bar and grill places or the mom and pops. I’m usually a regular at either.

No, my thinking is the big chains have a dedicated person handling to go orders and they probably get a good hourly rate.
If I'm going to my little local places, that's not the case.

Worst kind of tipper in that case. If indeed you were a waiter, you would know that the waiters hourly rate is taxed in total sales. Are you that cheap to not tip on the total sale??

That’s not how it works... total annual income tax due is based on reported income, period. In fact, I tip in cash whenever possible because I was indeed a waiter. But thanks, though.

Just FYI. The 15% is for takeout orders only at Superior. Not table service where you’re already tipping.

This man said they ate in the restaurant. It was not a take out order. Maybe they have changed to adding the surcharge to only take out orders since then.
Last night I went to a downtown restaurant to celebrate my niece's birthday. A 20% tip was automatically added to our bills. There was also a place to tip additionally, which I did. I don't know if it is for all patrons or because we split the tab at our table 3 ways (there were 5 of us at the table). I was fine with the auto tip because it wasn't a surcharge and I was there to celebrate and I wasn't going to make a big deal about the automatic tip in that setting.

I wasn’t implying he was lying or anything.
But they have some tables out by Highland that you can sit at, but it isn’t table service. You walk up to the people who are working the drive-thru takeout orders and you order it from there and receive it in takeout boxes/bags. Is it possible he did that? Those probably are subject to the charge since it is essentially takeout that you chose to eat there.
The disclaimer has said “to-go orders” on the menu since the beginning of lockdown is why I ask. I don’t get the impression it was ever intended to charge actual dine-in customers with a waitress the fee.

I don't have a problem with a surcharge, assuming they are advertising it and it's disclosed before I order.
Costs have increased in the short term. I get that.
My issue is the places where you don't find out about it until you get your bill at the end of the meal.

Before current situation began, I rarely tipped on pick-up, to-go orders.
Now, I have been tipping generally a flat $5 or $10.
Reality is, they aren't really providing me any service that is worthy of a tip. They are cooking it and putting it into a box. But i know the servers are helping pack food, and I know they live on tips because they don't get paid hardly anything in wages, and they make their money in tips, so, I've been adding cash tip.
But a place that charges a mandatory service charge, on a to-go order, is a place I won't be visiting again, especially if I'm not told about it when making the order on the phone/internet.

A massive amount of people do not tip on to go orders and still would not during this time.
I don’t know how it’s hard to be understanding on this and quite frankly, I think it’s just justification to boycott somewhere.
How are they to just assume everyone is going to suddenly tip on something they don’t normally tip on out of the goodness of their hearts like you? That’s not how to make decisions. You look at what the past shows and you act accordingly. It’s the same reason parties of 6+ get auto gratted at a lot of places. They don’t normally tell you when you sit down they’ll be doing that either, but it’s on the menu.
It is printed across the top of the online menu.
FWIW - I think it would be helpful for someone on the phone to disclose it. But if it’s on the menu, they’re technically not in the wrong.

That's telling me. If I'm too stupid to read, that's on me.
But a couple of places local to me have not put it on an menu (they don't have online menus or online ordering or even a website). And they haven't told people when they order on the phone. And when the owner is confronted, he gets all flip and says "I'm just trying to help my staff". If you want to help your staff, pay them a reasonable wage, or have your staff tell people when they place the order.
It's just shady AF to add charges and not tell people about it.
And, the reason why some people still aren't tipping on to-go orders, is because they believe the tipping is to account for things a server does such as fill drinks and bring food, which isn't happening in a to-go spot.

I find it odd that so many in this thread are fixated on PPP, as though every place somehow automatically got it. Or that payroll support is going to cover stuff like masks, plexiglass partitions, operating at 25% capacity, increased consumption of paper goods and disposables, etc.
If it offends your sensibilities to pay a surcharge during these unusual times, stay home and cook for yourself. To protest that a business trying to survive is “immoral” or price gouging strikes me as hyperbolic in the extreme. I’m not eating out much right now, out of choice. And I do feel for the mom n pop places trying to hang on. That is where I’m spending my $$, with very generous tips.

I get the reasoning behind not tipping on takeout even if I don’t personally agree. But a restaurant tacking on a fee (even in non-Covid times, TBH) for a service they don’t have to provide and that they make very little profit on is totally understandable to me.
You have to consider. Restaurants already don’t operate on massive margins and make their profits on things people don’t order when they do takeout. All that plus the staff has to be paid hourly.

I think there is a difference between:
1) A clearly stated temporary surcharge to account for increased expenses
2) A clearly stated auto-service charge to account on to-go orders
3) A surcharge or auto-gratuity that is not disclosed up front.
As far as PPP, most of that money is for labor, and with the way restaurants pay people, their labor costs are pretty low.

Well if a restaurant if open right now at 25% capacity, chances are it's to fulfill the requirement for their loan. Becuase it surely isnt to make money. Im not faulting the restaurant bc most were shooting blind with this thing.
Supplies, expenses, paper, cleaning, smallware etc costs exist in perpetuity, it's nothing new. Build it into the cost of food and beverage. The need for masks and other COVID cleaning supplies are not going anywhere. I think most customer would understand a price increase. It's not that I even disagree with a surcharge, but it's not easily digestible by most customers who do not understand the cost of doing business, especially right now.

Whoa with the generalizations. Some places were running full tilt boogie with takeout, and being open for a few tables and patio dining at 25% capacity lets them earn a bit more since the kitchen is already staffed.
But a business can charge whatever they find customers willing to pay. That’s the marketplace. I am just over the aggrieved consumers who bitch about paying more when it is clearly disclosed. Again, dining isn’t a necessity. If you don’t like the surcharge, eat elsewhere. The faux outrage and calls for investigation of price gouging are ludicrous. Either you hate big Govt and intervention, or you don’t. LOLing at the whiners who don’t want to wear a mask bc the gub’mint cain’t tell em what to do, but ask them to pay 15% more for Sysco fries and hot wings heated to order, and they’re calling for an investigation.
