Blue, Red, Yellow, or Green 1/4" hex impact drivers are what you want. What's more important is the quality of the driver bit and screws. DeWalt and Milwaukee have excellent driver bits and accessories, use self-drilling coated deck screws. If you are camming out screws or trying to drive oxide-coated drywall screws into treated wood, you are just wasting power and putting more wear on the tools.

Home Depot running Milwaukee tool kits sales right now.
I picked up a 4 pack including a impact driver delivered for $199.
It's 12 volt system but it's great.
I have an 18v set as well..

Get one of these Drill/Drive attachments to use with whatever drill and your problems should be over. Ryiobi makes a good one too.

They are not relatively inexpensive. If you just bought it, Lowes should replace it for free
*You dont need a hammer drill unless you are drilling into concrete. For building a deck you would be much better off with just a cordless impact driver.

Get a corded hammer drill from harbor freight then if it shits the bed toss it

All the top names are good. Makita, Bosch, Dewalt, Milwaukee.
My top pick for impact driver is the Dewalt. It has the best trigger response of all the previously mentioned products. If all you are doing is pile driving 3" deck screws, any will work.
But if you are driving pocket hole screws where a little finesse is needed, go with the Dewalt.
