Where did this take place?
I don't see why a restaurant wouldn't build that into the price of the meal. I would imagine 80% of restaurant sales are done with plastic.
Maybe a mom and pop small restaurant(Moscas) or poboy shop can get away with this, I just don't see why a restaurant would tack on the 4% instead of building it in the menu price.

I was just in the epicenter of millennial culture in Portland and san fran and at least 50% of the places were cash only.
ETA: Granted, 20% of the places I went were dispensaries.

I'd rather hear your explanation on how a flat fee would work.

Flat fee would be the cost to cover the transaction.
The idea that the restaurant has to cover the financing is double dipping, right?
Don't get me wrong, I understand why credit card companies do it. I think if this 4% starts getting tacked on rather than absorbed into the price it could start to change customer behavior.

I don't frequent those places.

I do own a business. My philosophy is to make transactions as frictionless as possible and not to nickel and dime my customers. CC fees are built into my prices. Why would I put up road blocks to customers giving me money?

Your server would rather you paid, and tipped, in cash.

They should just bump the prices 4% and then give a 4% discount for cash, and cash payers would think they’re getting a bargain and card users wouldn’t think they’re getting ripped.

I don’t disagree with this, but I think that many owners prefer cash and therefore prefer adding a little friction to get paid in cash. If you build it in there’s no motivation and if you simply give a cash discount less motivation then having it as an extra fee for CC payments.
People assume that CC’s are the future but I’m not convinced. Fee’s are at all time highs and many small mil and pop’s are paying 3% or close to it in fees. You can’t always just raise your price in every business.

It used to be illegal to do that. Not sure if things changed in the last 15 years but I worked for a credit card company and it was illegal back then. They had restaurants getting in trouble for it.

I haven't seen it at a restaurant yet, but have with small retail stores like antique shops. :(

I go back and forth on this. Servers only want cash because you can cheat on taxes. I hate paying taxes, so I agree with the servers on screwing Uncle Sam, but I also pay taxes, so if I have to, so do you.
Back to OP's point, it would be better from a PR standpoint if you listed prices for CCs, but offered a cash discount.

Fezzo’s in Lafayette has a 4% CC charge. It’s shown on the menu.

your anger should probably be directed at the CCCs.
reward programs have gotten pretty competitive and they're passing the costs of that off to the vendors and I guess some are passing that right off to the customers

I've only had to pay extra to use a card once and that was at Shucks in Abbeville. It was about 3 or 4% they charged me.
