Pre-Katrina I spent time in the Bywater and St. Roch, and knew people who lived in both. Blue collar areas.
Gone now.
The crime heat map I saw over the weekend shows those two are worse than the lower 9th.

Seems like there have been a lot more fires down there over the last 6 months. Not even counting the wharf fire earlier this week.
There are some NOFD members that post here. Maybe one will give some insight.

Check whatever voting precinct covers the Bywater. If you were to look at the recent election results, I'll bet you find that the vote was close to 100% for Dems. These people vote for this lawlessness up and down the ballot. It's hard to have a lot of sympathy.
