I’ve seen some sort of ultrasonic sound machines that get people the hell out of there. I’m not sure how effective ear plugs or head phones are against them

Jail. And there won’t be any threatening crowds. The bad ones will go underground and the process of isolating and finding them will be easier.

charged water particles ( what a charge ), i know of a process that ink droplets are charged then streamed between directional forcing chamber created by two charged plates , thus spray crowds with charged water particles and watchem dance !
