I've heard horror stories, but energy in general is expensive now. But what surprised me the most since moving here from Chicago is the quality of service.
My primary residence is one of a few dozen parts of Louisiana not serviced by Entergy, but most of the area around us is serviced by Entergy. Issues with the Entergy serviced areas are far more frequent and take much longer to repair. My parents are on an Entergy grid just a few miles away, and they lose power constantly. If any storm that rolls through, the Entergy side of the street loses power while the side on the local grid seems to be far, far more robust.
I'm hoping the recent investment Entergy is making to beef up their grid pays off. They have problems pretty far inland too. It's not just limited to the coastal areas. In my area, Entergy is kind of a punchline similar to Comcast or Joe Biden.
I know Louisiana's vulnerability to hurricanes and rapid vegetation growth complicates power transmission, but we aren't the only state that has those issues. But we do have some of the nation's worst service as measured in outage days per year.

What I don't understand is that street lighting is maintained by the parish and via parish taxes, so when did the taxes we pay stop paying for this?

You don't really believe they'll last that long, right? I've changed out 4 in the last 18 months. They were less than 4 years old. The LED scam is hilarious!

I got one of those last week for a street light at the end of my driveway. I looked at the detailed billing and saw I have been paying ~$3 for it each month.
When they replace it, I hope they at least fix the flickering issue it has developed.

Spot on.
The diodes themselves may be rated for hundreds of thousands of hours, but the cheap chinesium electronic driver boards are prone to much earlier failure.

If the LED light is cheaper and last longer, then why are they charging you more for it?
On a side note, we tend to go through LEDs in our home about 20% faster than good ole fashion bulbs that costs a fraction of the price...

In some areas, some parishes have road lighting districts in which some streetlights are paid through these taxes.
When Ida did a number on the grid down here, Entergy took their sweet time replacing them to the newly erected poles. Supposedly they gave a credit to the road lighting districts for the months they were out.
One issue was the supply chain, and another was the sheer number of lights that needed to be replaced. They installed hundreds of if not thousands lights, one light for pretty much every pole.
My favorite was when they put a single white light in a sea of orange lights.
I light the white lights. The orange lights are too dark but are probably better for the animals of the night.

Check your bill. Sounds like you are paying a monthly fee for an additional light that is not a "street light." They call it a "security light"
I get an advertisement from Entergy about these every few years. Basically they put a light on a pole they own and aim it in your direction and you get extra lighting.
Your prior owner probably did this. It's tied to the address, so when your account took over that address, it transferred over.
If you don't want it, call them and tell them to take it away.

If you have to pay for it, you should decide if you want it actually replaced.

You need to see if the light is a positive or a negative to your life.
Negative being: lights your property well enough to enable burglars to burgle without stubbing their toes.

Got the same garbage letter. Yep, going to charge more for a more efficient, longer lasting light requiring little service. Scamflation.
