Maybe in the near term. But this will have the opposite effect over time as many of the gas wells are planned in anticipation of the new LNG terminals. Take those out of the equation and production will drop off due to lack of investment in new production.
In any event, this "freeze" is pretty far in the future. If Trump wins (or even if Biden stays) this could all be quickly reversed.

Could it be he means that by reducing supply of gas, consumption would also be reduced, stymieing the continued rise in summer temps by reducing greenhouse gas emissions, and thereby holding prices of cooling homes in check for consumers?
I know it looks convoluted at first blush, but there has to be a logical explanation for lower prices for Americans.

Destroying the markets for NG will not make NG cheaper. The Dems are destroying the whole Private sector economy in order to "fundamentally change" it to a pseudo-Socialist model. Employing the Cloward-Piven strategy of "engineered collapse". This Forum knows this, and realizes that it can't be stopped, given the open Border and the tens of millions of 'Socialists/Marxists' that here and are not going back. Throw in the Islamist religious fanatics and anarchy via a mauled Infrastructure (highly vulnerable Grid at the fore) is a fait accompli. Just a matter of how it all shakes out in the collapse scenario.

Their foreign policy depends on being able to supply Europe with LNG so that they can afford to buck Russia.
I’d bet my bottom dollar that Venture Global, Dominion, and the other LNG producers, have been given a wink and a nudge as have the French and Germans.

Never underestimate the power of the energy producers to do things to drive the price up.
Back when Biden took office oil was $30-$40 a barrel and producers and royalty holders were taking a bath. Great for consumers! Meanwhile Biden puts all kind of stops on oil prod, Leases, imports, etc and the price rose to $80-$100 a barrel. At the same time Biden is claiming all kind of Green progress. In the background the energy producers are pocketing a whole lot of cash and getting control of the supply chain.
Rest assured Biden has no idea this is what is happening but is being manipulated by his backers and handlers into what they want
