Should not put it in other people's cans. The garbage collectors pull out the big bags and often that bag of dog poop stays in that can for weeks until the owner takes it out and puts it in a trash bag.
I'll put the poop bag in someone else's can, but only if I can slip it inside of a trash bag.

it's easy to see who lives/has lived in a neighborhood with high foot & paw traffic and who hasn't.
it doesn't take long for multiple bags of dog shite to accumulate on the bottom of that can. people just play dumb and "don't think about" trash day or any of of the logistics of it.

Eh. I live right outside the most populous city in the United States, but my garbage guys just reach in and pull out the bags of garbage for the most part.

Maybe we're just not trashy people up here. Garbage gets put into garbage bags and picked up by the garbage truck, and my neighbors throw their own garbage away in their own garbage cans. Guess I don't know what it's like to live in Southern white trash areas or ghettos. Oh well, I'll live.

If the can is on the curb/street un-emptied and waiting on the garbage truck on trash day, I can seeing it be OK. If not, keep your hands off other people's stuff.

It all depends on if the trash can is at the curb before or after it has been emptied
Before: Free game to put whatever you want in there

Depends on how trash is picked up. If it's truck loaded it doesn't matter. If it's dumped by hand you could be making it harder on trash man, because they sometimes prefer to just grab bags out of bin.
