After rape kit sat untested for over a year, NOPD officer charged with violent sex assault

quote:

New Orleans Police Department officer Gerry Paul has been charged with second-degree rape for allegedly violently assaulting a crime scene technician at his apartment last year.

The charges, filed in a bill of information, come nearly sixteen months after Paul allegedly raped, strangled and bruised the woman, whose rape kit became mired in a backlog of more than 73,000 samples at the Louisiana State Police Crime Lab.

Gerry Paul, 29, was off duty and drinking Champagne with a woman at his apartment in the 4300 block of Tulane Avenue about 4 a.m. Sunday when he began performing oral sex on her in his bedroom, according to an affidavit filed by police in criminal court.

The woman said Paul got rough during the act and she told him to stop. He then reached for a condom, at which point the woman told him she didn't want to have sex. That's when he raped her, at one point muttering, "It was too good to stop," police said in the records.

Paul received a 120-day suspension on May 19, 2021, in connection with the second-degree rape count, which is standard procedure for officers whose “alleged acts jeopardize the public’s safety or the department’s integrity,” according to the NOPD operations manual.

But on June 30, 2021, this suspension was canceled, and Paul returned to duty. An officer since 2018, Paul was reassigned to the 5th District in a plainclothes capacity.

Yeah, he should be on administrative desk duty at a minimum.

Do we have 73,000 unsolved rapes or is that all crimes?

I'm just genuinely curious.

How does a couple get to this point...

when he began performing oral sex on her in his bedroom

...and not continue to this point...

at which point the woman told him she didn't want to have sex

I was wondering the same thing, but 73,000 samples that 2 rapes a day for 99 years.

But then again the only reason it took 16 months is because after the paper asked about it in August, the NOPD requested expedited processing.

All crimes, but rape kits are often critically backlogged

She obviously knew who it was since it happened at his apartment. So this just drug along for over a year waiting for the rape kit?
