I lived in bham for 4 years, and have spent a lot of time in the other places.
Birmingham is not New Orleans (which may be a good thing), but is a beautiful city with a young vibe. The restaurant scene is getting better every day.
Another practical thing to consider in retirement is access to healthcare. UAB is somewhat under the radar compared to other healthcare destinations, but is truly one of the best in the nation.
I lived in bham for 4 years, and have spent a lot of time in the other places.

I feel like the eastern Tennessee/west north Carolina area would be the best bet.
Chattanooga is very central. 6 hours to Panama city. 7-8 to New Orleans or DC.

Moved to PC 3 yrs ago from Bham. It's been great. Live in PC on bay side. PCB is crazy sometimes. Sad thing is we are full there is no room in the Redneck Rivera. Good luck.

Out of your list I have to go with Biloxi or Chattanooga. Biloxi is solid because you get good outdoors, entertainment at casinos, good food scene plus you’re driving distance for any Nola day trips such as Mardi gras or Saints games.
