I mentioned the school thing, yeah. Although I think there is some value (to some people) to live in a city like MB, especially if you're not venturing too far away most days. I've lived in similar situations on both sides, where you're either in the higher priced pocket or adjacent to it in a nice but not as nice area, and there is a certain appreciation I have for everyday life in the better maintained and governed and policed area even vs. the outside area that is still well maintained, etc. And there is some security that comes with that - knowing it's perhaps less likely to change much during your lifetime as it's more tightly controlled.
But, I agree it would be an individual preference thing and the economics might not shake out for everyone (diminishing returns, etc.).

obviously depends heavily on your finances, family, and hobbies but birmingham is last by a very wide margin

Birmingham (actually, Vestavia Hills or Mountain Brook, not Birmingham proper) is great, but not really a "coastal" town. Ditto for Chattanooga. They're similar in ways, although Chattanooga is generally hillier. (ETA: And I echo what others have said - you're paying a premium for schools in MB and VH, so if you're retired, you're subsidizing someone else's lifestyle.)
Biloxi wouldn't be some place I would consider an end destination, but maybe Daphne or the Gulf Shores area. Although there are obviously some differences, I like Alabama over Mississippi for most of these categories, although it isn't a stark difference (Birmingham over Jackson, obviously, Mobile/Gulf Shores over Biloxi/Gulfport, etc.)
Panama City is likely to be pricey. You might find something very reasonable a little more inland in the Panhandle, but convenient to the coast. I would visit a bunch and get familiar with most of the Panhandle before settling/investing in a retirement home there. There are diverse choices and you want to make the best one possible.

For me it's mountains all day every day over a beach area. I grew up on the coast and have fam in the Fla panhandle and Naples I visit regularly so I get my fill of that.
Some people like to be by the water for serenity. Mountains provide that for me.
Of the choices you gave, I'd pick Chattanooga as it's in the mountainous area of Tenn. Great small town. It's not far from Nashville for some live music or Atlanta if you must.
But not in the city limits of anywhere. I could live happily in each of the places you mentioned if i'm on an isolated plot 20-30 miles away from the masses.

I couldn’t live anywhere else in the south and deal with a bunch of non LSU sec fans regularly

I have a condo in the Inverness area of B'ham, it's south of 459 right off 280. It's a beautiful area, low crime, nice homes, it has an almost New England feels to it, especially in the fall.
When we first started going to B'ham a lot, about 20 years ago, the restaurant scene was terrible, it had a few stars, but chains ruled. Now it is a lot different, many good choices.

Mountain brook is a great town but it’s not retirement as much as a nice place to raise a family.
If golfing is something of interest then there’s some nice courses there.
Still though, it’s not really a retirement spot
