The fastest way to a functional poor class is for the government to stop subsidizing single motherism. Then outlaw abortion and make people take care of the kids they make. They'll magically stop having kids they can't afford. Also limit welfare / food benefits to a few years while they get job training. If they fail after that, live under a bridge or in prison.
